There are many strangulations techniques you can enjoy in this game. I don't know if there is a mod to put a garotte or a rope to strangle to death a fighter... But there are already many techniques of strangulations in this game without putting a mod.
The one I used in this fight against the beauty Milla Jovovich (Alice) is an "elevated grip strangle". Enjoyed very much watching Alice from the movie Resident Evil (Milla Jovovich) painfully strangled to death in this hands strangulation ! Kicking and making a nice facial expression !
