Can you identify an old film

I'm looking for an old movie. I saw it probably in the early '80s, but it was an older film. I think it was black and white and possibly a foreign film.

In the final scene, a woman helps a man board a train, but she stays behind. Another man approaches her with a gun. She says something like, "Carlos, no!" He shoots her twice in the belly. Some other people tackle the man as she staggers away.

The main on the train opens a window as the train pulls away and waves to her, unaware of what's happened. Clutching her belly with one hand, she waves to him with the other. She continues to wave as she props herself up against a pole and gradually slides down the pole and dies.

Any ideas??
